One lamination sheet would be used for 2 pages. The pages would be placed opposite each other. This reduces the lamination cost by almost half. However, this is not advisable in case of pages where you are using cutouts as you have to ensure that the lamination retains strength and doesn’t get detached from the sheet and destroy the product.
